In tax policy, it is important to target solutions to the root cause of issues to prevent creating unintended consequences.
For example, if you think property taxes are high in Nebraska because we invest too much in educating the next generation, then your solution will likely shortchange those kids.
But if you recognize that property taxes are high because the state shifts so much of the responsibility on local communities to support schools, then your solution is more likely to address the problem.
Nebraska has long struggled with high reliance on property taxes to support K-12 schools combined with a low level of state support. Every major study of Nebraska taxes since 1967 has noted this.
