General Fund Revenues and Expenditures, FY 98-99 to FY 11-12
General Fund revenues and expenditures have both declined as a share of the economy, as seen in the graph below. Tax revenues decreased slightly slower than spending over this time period, partly because strong revenue gains in the middle of the 2000s were used to build up state reserves.
