Kay Stilwell Bergquist hired as education policy analyst

We are pleased to announce that Kay Stilwell Bergquist is joining the OpenSky Policy Institute as our new education policy analyst. Kay will start at OpenSky on June 3.

Education spending accounts for 48 percent of the state’s budget. This means education and fiscal policy are intrinsically linked in Nebraska. Kay is fully aware of this as she has worked for 30 years for the Nebraska Department of Education and has been heavily involved in the area of state funding for K-12 education.

She has extensive experience with the Tax Equity and Educational Opportunities Support Act (State Aid) – which Nebraska uses to provide aid to public K-12 schools and she has deep ties to educational leaders throughout Nebraska. She also is working on a master’s degree in public administration with an emphasis on public policy.

All of this makes Kay an ideal fit to serve as our education policy analyst. In this role, Kay will conduct research related to PK-12 and post-secondary education in Nebraska and make policy recommendations where appropriate, in an effort to improve opportunities for all Nebraskans.
